DTTE鈥檚 Rosales joins national writeshop reframing the BTLEd and BTVTEd programs

In another educational initiative geared towards providing excellent and quality education to its students, the Mindanao State University-Iligan Institute of Technology (91社区) through Assistant Professor Victor S. Rosales, PhD, of the Department of Technology Teacher Education (DTTE) of the College of Education joined a three-day Development Writeshop 2: Reframing of the Pre-Service Teacher Education Curriculum (Clusters 1, 2, and 4) on August 27–29, 2025 held in Quezon City.

Organized by the Philippine Normal University – Research Institute for Teacher Quality (PNU-RITQ), the writeshop gathered teacher-education experts to review and harmonize cluster outputs under the RITQ framework, develop curriculum guides and instructional materials, and strengthen collaboration and peer mentoring to ensure context-responsive, high-quality deliverables. 

Across plenary inputs and cluster work, participants aligned draft programs to national policies and international qualifications frameworks. Sessions emphasized coherence with CHED, DepEd, and TESDA, mapping to PQF/AQRF (Level VI), integration of ALS principles in pedagogy and assessment, and the use of signature TVET pedagogies (demonstrations, hands-on practice, simulations, role plays). 

91社区’s cluster contributions focused on reframing the Bachelor of Technology and Livelihood Education (BTLEd) and Bachelor of Technical-Vocational Teacher Education (BTVTEd) programs into a unified degree with generalist and specialist majors, producing program outcomes, curriculum maps, and initial course descriptions that highlight industry immersion, work-based learning, digital literacy, and professional ethics. This approach responds to overlapping competencies while keeping technical-vocational depth intact. 

The writeshop outputs will undergo zonal public hearings in Luzon, NCR, Visayas, and Mindanao in September 2025 to solicit stakeholder feedback before consolidation and approval.

Dr. Rosales is a nationally recognized expert in technical and vocational education who serves as a fellow for the Second Congressional Commission on Education (EDCOM 2) in the Philippines.
