On September 26-28, 2025, faculty from the College of Education, working with the Project RISE (Reading Initiatives with Stakeholders Engagement), received the best session paper award in the Quality Education category at the 5th International Conference and NOTED Annual National Convention held at Mallberry Suites Business Hotel, Cagayan de Oro. The conference was organized by Metrobank Foundation Network of Outstanding Teachers and Educators (MBFI-NOTED).
With the theme “From Vision to Reality: Strengthening Pathways to Quality Education and other Sustainable Development Goals”, the conference convened teachers from different schools in the Department of Education and state universities and colleges (SUCs) in the Philippines.
The best paper, Examining Implementation of School-based Reading Interventions: Insights to Improving Literacy Outcomes, was presented by Prof. Dr. Ciedelle N. Grageda and Assoc. Prof. J-roel B. Semilla (currently a PhD student at KU Leuven, Belgium). The study examined the experiences of teachers and school principals in implementing school-based reading programs and initiatives.
Through the Delphi method, the study was conducted to understand the relevant strengths and barriers of the reading programs existing in the classrooms. This provides valuable insights into how Project RISE can help strengthen the reading programs and instructions by addressing the needs of both teachers and learners.
This award is a testament to the dedication of the Project RISE team in breaking down the walls of learning poverty by improving the reading literacy of primary-grade learners.
Project RISE is composed of a team of faculty members in the Department of Professional Education (DPRE): Assoc. Prof. Dr. Shelanee Theresa P. Ruales (local promoter), Prof. Dr. Ruben L. Abucayon (local co-promoter), Prof. Dr. Lowell G. Lucero, Prof. Dr. Rizalina G. Gomez. Asst. Prof. Vita S. Caparoso, and Assoc. Prof. Onnah Pierre P. Talle (CASS), with staff members, Vincent Q. Malales and Azidin Paul P. Gadiane. It is funded by the Flemish Interuniversity Council – University Development Cooperation (VLIR-OUS), with Prof. Dr. Ir. Wim Van Petegem as the Flemish promoter.
